- What is it?
- Immediately following the September 11th terrorist attacks on the
U.S., the U.S. Coast Guard and the U.S. Immigration and Naturalization
Service (INS) implemented new security screening procedures to facilitate
vessel boarding efforts. In accordance with the rule in 33 CFR Part
160, all vessels inbound to a U.S. port must provide a Notification
of Arrival (NOA) 96 hours in advance of the vessel's arrival. In addition,
a Notice of Departure (NOD) must also be filed.

- Where do I send the NOA/NOD?
- The NOA and NOD, containing the information described below, must
be submitted to the USCG National Vessel Movement Center (NVMC). The
required vessel information may be submitted using the NVMC's Internet
website at www.nvmc.uscg.gov, or it may be faxed to: (800)547-8724.

- What information is required?
- The NOA must contain the following information:
- Vessel Name & IMO number
- Call Sign
- Country of Registry
- Name of registered owner
- Name of operator
- Classification Society
- General Description of Cargo onboard vessel
- Date/Time of departure & name of Last Port of Call (city &
country)
- Destination Port(s) in U.S.
- Location/Position of vessel at time of report
- Estimated Arrival Date and Time
- POC (with phone number) for each U.S. Port of Call
- Crew Information (including full name, date of birth, nationality,
passport # or mariners document #, and position or duties on vessel).
May be submitted using INS form I-418
- Passenger Information (including full name, date of birth, nationality,
and passport #). May be submitted using INS form I-418
- What are the requirements for Dangerous Cargoes?
- In addition to the NOA, vessels with Dangerous Cargoes must provide
the following information (including dangerous cargo manifest) prior
to arrival and 24 hours prior to departure:
- Name of each dangerous cargo carried
- Amount of each dangerous cargo carried
- Storage location of the dangerous cargo
- Operational condition of equipment required under 33 CFR 164.35
- Are their any additional requirements?
- Vessels required to have an ISM Certificate must also provide the following
additional information:
- Date of Issuance of Document of Compliance
- Date of Issuance of Safety Management Certificate
- Name of Flag administration/ Recognized Organization that issued
certificate
