- What is it?
- Operation Safe Commerce (OSC) is a public-private
partnership established in the U.S. to improve security throughout
international and domestic supply chains. This initiative began in
New England as a local public-private partnership where Federal, State
and local law enforcement, with input from the private sector, developed
a plan to test available technology and procedures in order to increase
the security of U.S. supply chains.
- Where is the program implemented?
- Following the original test conducted in
New England, Operation Safe Commerce is now undergoing implementation
in the Ports of Los Angeles/Long Beach, Seattle/Tacoma, and the Port
Authority of New York/New Jersey. Seventy percent of the container
movement in the U.S. originates or terminates at these three ports.
- What will the program do?
- OSC will assess security at the point of
origin through its final destination. The intention is to demonstrate
what is needed to insure that all parties associated with commercial
shipping exert reasonable care and due diligence in packing, securing,
and manifesting the contents of a shipment of goods in a container.
In addition, OSC hopes to offer various methods to insure that the
information and documentation associated with these shipments is complete,
accurate, and secure from unauthorized access. The OSC program will
distribute grants, funded by Congress, to the ports listed above for
the purpose of:
- Identifying specific supply chains along
particular trade routes
- Analyzing every aspect of the supply chain
for vulnerabilities
- Developing solutions to improve container
security
- Testing these in an operating environment
- Proposing plans to improve security throughout
the supply chain
- Who can participate?
- An Executive Steering Committee (ESC) is
responsible for the management of OSC. In addition to members representing
the private sector, the following government organizations are included:
U.S. Dept of Transportation, U.S. Dept of Treasury, U.S. Customs;
Transportation Security Administration; United States Coast Guard;
U.S. Dept of State; US Department of Commerce.
